There is a disproportionate number of complaints about social workers in England to the Health and Care Professionals Council (HCPC) as compared with the other health care professionals regulated by HCPC. This paper discusses findings from interviews and focus groups that formed part of a mixed methods study that aimed to find out the reasons for complaints and the strategies that may reduce complaints. Four themes were identified: social work as an evolving profession; social work involves challenging practice; social work (...) takes place in a pressurised environment; and public perceptions and expectations of social work are often negative and unrealistic. Findings highlight explanations that focus on organisational culture and public responses to social workers’ control functions. We argue that, at a time of change for the profession, there is a need for public education regarding the role and function of social workers and for regulators to have more proactive engagement with registrants and employers. In April 2002 a new law regarding euthanasia came into effect in the Netherlands. This law holds that euthanasia remains a criminal offence unless it is performed by a physician who acts according to six specified rules of due care and reports the case to a review committee. The six rules of due care are similar to those of the previous regulation and are largely based on jurisprudence. Completely new, however, is the article concerning a competent patient who has written (...) an advance directive requesting euthanasia under certain circumstances. The law stipulates that a physician may act according to that written request, as long as he or she fulfils all other rules of due care. The author defends the view that these requests are neither feasible nor ethically justifiable, and presents both moral and practical arguments for this, claiming that for consistency reasons one cannot act on the basis of a written statement and fulfil the other rules of due care at the same time. The author also examines a difficult case of a demented, severely depressed woman who had written a living will requesting euthanasia before she became demented. (shrink)

To what extent can politics be part of education? Recent incidents indicate how educational activities aimed at raising political awareness are perceived by some as forms of ‘indoctrination’. This article explores, firstly, how philosophical perspectives might help us understand the notion of indoctrination in education. Drawing on the work of Hannah Arendt and Michael Hand, two notions of ‘indoctrination’ are discussed and subsequently problematized in light of classroom practices. Expanding our perspective to the larger historical context of reflections on education (...) and democracy, we then show how the dilemma of indoctrination should be understood as part of a tradition in pedagogical thinking that emphasizes the complex dynamics of socialization and critical thinking in education. Finally, we argue that from a pedagogical perspective, the issue is not whether or not certain educational activities might be forms of indoctrination, but to what extent these activities provide students an opportunity for both socialization and critical inquiry. The Heidelberg Catechism was one of many catechisms that originated during the 16th-centuryReformation. It is also known that the authors of the Heidelberg Catechism made use of existingcatechisms. The content of 16th-century catechisms consisted mainly of the Decalogue, theApostolicum and the Lord’s Prayer. The Heidelberg Catechism starts with the famousintroduction, dealing with man’s only comfort, and in three sections with knowledge of our sinand misery, knowledge of our deliverance, and knowledge of how we should be grateful forour deliverance. This contribution (...) points out that the threefold structure of the HeidelbergCatechism is not unique, but appeared in different ways in different catechisms of prominent16th-century reformers. It is also argued that the Heidelberg Catechism should be read againstLutheran and Calvinistic backgrounds. Finally, it is shown that the Heidelberg Catechismarticulated the basic Christian faith in such a beautiful and poignant manner that it stood thetest of time as a catechism and confession. (shrink)

Since the mid-1990s most EU Member States have established a national forensic DNA database. These mass repositories of DNA profiles enable the police to identify DNA stains which are found at crime scenes and are invaluable in criminal investigation. Governments have always brushed aside privacy objections by stressing that the stored DNA profiles do not contain sensitive genetic information on the included individuals and that they reside under the statutory privacy protection regulations. However, it has been generally overlooked that the (...) police also store the DNA samples from which the DNA profiles are derived. Although these DNA samples are actually a potential source of genetic information, they have so far scarcely been the subject of discussion. In this article we will show that both European and national regulations offer inadequate protection to completely prevent function creep, that is, the use of these forensic DNA samples for purposes beyond those envisaged at the time of collection. In this article we discuss the ethical dilemmas facing performance evaluators and the "evaluatees" whose performances are measured in a business context. The concepts of role morality and common morality are used to develop a framework of behaviors that are normally seen as the moral responsibilities of these actors. This framework is used to analyze, based on four empirical situations, why the implementation of a performance measurement system has not been as effective as expected. It was concluded that, in these (...) four cases, unethical behavior (i.e. deviations from the ethical behaviors identified in the framework) provided, at least to some extent, an explanation for the lower than expected effectiveness of the performance measurement procedures. At the end of the paper we present an agenda for further research through which the framework could be further developed and systematically applied to a broader set of cases. (shrink)

In the field of fiscal policy special attention is drawn to the rather large deficit of the budget, its consequences and possible remedies. The section on monetary policy deals in particular with the discussion around the maintaining of the Belgian franc within the European small snake and with the argumentation of the Belgian central bank against the monetarist's contention in favour of the monetary rule.

The ecclesiastical debate at the 73 General Church Assembly of the Dutch Reformed Church of Africa. Reformed churches emerged from the Reformation which commenced in the 16th century because of the input of well-known reformers such as Martin Luther (1483–1546) and John Calvin (1509–1564). Reformed churches are founded on a certain system of church polity known as presbyterial-synodal. This church orderly viewpoint amounts to the fact that it is a church where Jesus Christ is the sole ruler of the church, (...) transforming all meetings of offices of the church to operate on the same horizontal level with Jesus Christ as the only and sufficient authority in the church. This means that such a church is trying to be church of the Word and should take good care to maintain this critical principal position during meetings, as will eventually be reflected in synodal decisions taken. Contribution: This article takes a critical look at points of discussion submitted to the meeting, especially those with church orderly implications. Critically spoken, it means that decisions tabled at such meetings should be in the prolongment of the churches’ decision to be church of the Word, and therefore presbyterial-synodal. It is therefore also a contribution to church polity as such. (shrink)
